NEET PG Counselling — How MCC All India Quota Counselling Works

NEET-PG decides your rank; counselling decides your seat. Here is how the Medical Counselling Committee (MCC) runs All India Quota counselling — which seats it covers, the four rounds, fees and security deposit, upgradation rules and the documents you must carry.

2026 status (checked 30 September 2026): MCC has not yet published the PG Counselling 2026 bulletin or schedule. Who conducts NEET PG counselling, and for which seats?

Under Supreme Court directions, the MCC of the Directorate General of Health Services (DGHS) conducts online counselling for postgraduate MD, MS, diploma and DNB seats that are “all-India in character”. Seat allotment is based on the NEET-PG rank published by NBEMS (the NEET-PG 2026 result came out on 24 September 2026). MCC counsels these seat pools, according to its About PG Medical page and the bulletin:

AIQ seats follow the Central Government reservation policy — 15% SC · 7.5% ST · 27% OBC-NCL · 10% EWS · 5% PwD (horizontal) — applied through a 3200-point roster. How does the MCC counselling process work, step by step?

  1. 1Register. Log in on mcc.nic.in with the email and mobile number you used for NEET-PG, pay the non-refundable registration fee and the refundable security deposit. One registration per candidate.
  2. 2Fill and lock choices. Add as many college–course choices as you like, in order of preference, then lock them. Locked choices cannot be changed. MCC shows only clear vacancies in Round 1.
  3. 3Allotment. Software allots seats by rank, choice, category and eligibility. MCC first publishes a provisional result, then the final result. Download the allotment letter.
  4. 4Report and join. Report to the allotted college with original documents within the schedule. The college enters your admission on the IntraMCC portal; offline admissions are not accepted.
  5. 5Upgrade, exit or stay. After reporting you may opt to upgrade in the next round, take a free exit (Round 1 only) or keep the seat.

What happens in each round — can you upgrade or exit?

Each round has its own rules, and once a round starts its rules apply to everyone, including candidates who already hold a seat. From Round 2, MCC shows two kinds of vacancy: clear vacancies (seats not allotted earlier) and virtual vacancies (seats held by candidates who opted to upgrade — you get one only if its holder moves up). Choices from one round are void in the next, so you re-fill choices every round.

  • •Registration: candidates registered in an earlier round who were not allotted need not register again; Round 3 and the stray round need fresh registration for those who exited with forfeiture or resigned.
  • •Round 3 conversions: unfilled PwD seats revert to their parent category, ST to SC, SC and EWS to UR, and deemed NRI / minority seats to UR — only after eligible candidates in that category run out.
  • •Stray round: open to candidates not holding a seat. Anyone who joined a seat up to Round 3 of AIQ or state counselling is weeded out, as are fresh Round 3 allottees who did not join.
  • •Resignation: only when MCC opens a resignation window by notice, and only online through the college on IntraMCC.

How much are the registration fee and security deposit?

If you want both AIQ and deemed seats you pay only the higher (deemed) amount. The deposit is refunded, without interest, to the same account it came from after all rounds end — so never pay from an unrelated or NRI account.

Which documents do you need at reporting?

Carry originals. Colleges will not admit a candidate whose originals are deposited elsewhere, and the allotment stays provisional until the college verifies them.

  • •If applicable: SC / ST, OBC-NCL or EWS certificate in the bulletin format; online disability certificate from a designated centre; NRI / OCI documents

PwD candidates must get an online disability certificate from an MCC-designated centre before choice filling; certificates from other hospitals are not accepted.

When will the 2026 counselling schedule be out?

MCC publishes the schedule only after NMC and NBEMS send the seat matrix. For reference, Round 1 of PG Counselling 2025 began on 17 October 2025. The 2026 schedule, bulletin and fees will appear on the MCC PG Medical Counselling page. MCC does not contact candidates individually, and no agent can get you a seat — allotment is only by the online software.

Four: Round 1, Round 2, Round 3, Stray Vacancy Round. The Supreme Court-approved scheme replaced the old mop-up round with Round 3 and added an online stray vacancy round, for AIQ and deemed university seats alike.
What is the NEET PG counselling registration fee and security deposit?▼
Under the 2025 bulletin, AIQ registration cost ₹1,000 (UR/EWS) or ₹500 (SC/ST/OBC/PwD), plus a refundable security deposit of ₹25,000 or ₹10,000. Deemed universities cost ₹5,000 plus a ₹2,00,000 deposit; if you choose both, you pay only the deemed amount. Check the 2026 bulletin when MCC publishes it.
When is the NEET PG security deposit forfeited?▼
If you are allotted a seat in Round 2 or any later round and do not join it, or if your admission is cancelled because of wrong information or missing documents. A Round 1 seat can be left with a free exit. Joined candidates and candidates never allotted a seat get the deposit back after all rounds end.
Can I upgrade my seat after joining in NEET PG counselling?▼
Yes, up to Round 3. After reporting to a Round 1 or Round 2 seat you can give willingness to upgrade. If you are upgraded, the earlier seat is cancelled and you must join the new one. Once you join a Round 3 seat you cannot upgrade, resign or take part in any further round.
Can I take part in both MCC and state counselling?▼
Yes. The two run in parallel on a synchronised schedule. MCC and the states share lists of joined candidates, and anyone who has joined a seat up to Round 3 on either side is weeded out before the stray vacancy round on the other side.
