What does the common state counselling process look like?
Details vary, but most state authorities follow the same broad sequence, and all of them depend on the NEET-PG result from NBEMS:
- Notification and prospectus. The state publishes eligibility, reservation, fee, bond and document rules for the year.
- Online registration and fee. You apply on the state portal with your NEET-PG details and upload documents.
- Document verification and state merit list. Eligible candidates are ranked, usually by NEET-PG score or rank, sometimes with state-specific additions (for example, in-service incentives).
- Seat matrix and choice filling. The state releases its seat matrix; you fill and lock choices.
- Allotment and reporting. Seats are allotted round by round; you report with originals and pay the college or state fee.
- Later rounds and stray round. Like MCC, states run further rounds and a stray vacancy round.
MCC’s bulletin ties the two tracks together. MCC shares the list of candidates who joined in its rounds with every participating state, and the states share theirs back. Before Round 3 of state counselling and before the AIQ stray round, anyone already holding a joined seat on the other side is weeded out. What should you know about domicile?
All India Quota, deemed university and DNB seats counselled by MCC are domicile-free. State quota seats are not: each state decides who is eligible, and the rules are published only in that year’s state prospectus. In general, states look at one or more of:
- •A domicile or residence certificate issued by the state.
- •Where you completed MBBS (graduates of the state’s colleges are often preferred).
- •Service status — many states keep seats or incentives for in-service doctors.
- •Category certificates in the state’s format — a central OBC or EWS certificate may not be accepted for a state category, and vice versa.
